Flowing Springs

- Purpose: Provide wastewater collection and treatment for new business and developments in the Flowing Springs Basin
The Jefferson County Public Service District will construct a 1.0 million gallon per day biological nutrient removal membrane bioreactor wastewater treatment plant that will be able to treat wastewater at what is currently considered limits of practicable technology performance standards. The project will also include a biosolids digester, a sludge belt press and an ozone disinfection system. This will allow the District to comply with the current (5.0 mg/l total nitrogen and 0.5 mg/l total phosphorus) requirements of the Chesapeake Bay Agreement and the more stringent requirements (0.1 mg/l TP, 3 mg/l TN) currently being discussed.
The existing Jefferson County PSD collection system will be expanded by adding 6,135 feet of 36 inch diameter gravity interceptor along Flowing Springs from the existing Breckenridge pump station to the new plant. In addition, this project will add 17,607 feet of 30 inch gravity interceptor from the North Ranson area to the Breckenridge pump station site where it will empty into the new 36 inch interceptor. This system will allow the District to accept flows from North Ranson and the Burr Industrial Park areas.
1,434 existing customers will be diverted to this projects treatment plant by reversing two existing pump stations to direct the flows back to the Breckenridge area and the new District gravity interceptors. This will free capacity in the Charles Town WWTP and allow the District to serve other customers at the Charles Town facility that are not within the Flowing Springs drainage shed.
